社会工作项目化运作的模式与机制创新研究 -社会工作专业

摘要

随着社会转型加速，社会治理需求日益复杂化，传统社会工作模式面临诸多挑战，为提高社会工作效能，项目化运作成为重要探索方向。本研究聚焦社会工作项目化运作的模式与机制创新，旨在构建适应新时代需求的社会工作体系。通过系统梳理国内外社会工作项目化运作的经验，剖析当前我国社会工作项目化运作存在的问题，如项目设计缺乏针对性、实施过程监管不足、评估体系不完善等。在此基础上，提出基于多元主体协同参与的项目化运作新模式，强调政府主导、社会组织专业运营、社区居民积极参与的三方联动机制。结论表明，推进社会工作项目化运作机制创新是提升社会治理水平的重要路径，对优化社会服务体系具有重要理论和实践意义，为相关政策制定提供了参考依据。

Abstract

With the acceleration of social transformation and the increasing complexity of social governance needs, the traditional social work model is facing many challenges. In order to improve the efficiency of social work, project-based operation has become an important exploration direction. This study focuses on the model and mechanism innovation of social work project-based operation, aiming at building a social work system that ADAPTS to the needs of the new era. By systematically combing the experience of social work project operation at home and abroad, the existing problems of social work project operation in China are analyzed, such as the lack of pertinence of project design, insufficient supervision of implementation process, and imperfect evaluation system. On this basis, a new project operation model based on the collaborative participation of multiple subjects is proposed, emphasizing the tripartite linkage mechanism of government-led, professional operation of social organizations and active participation of community residents. The conclusion shows that promoting the innovation of the operation mechanism of social work project is an important way to improve the level of social governance, has important theoretical and practical significance for optimizing the social service system, and provides a reference for relevant policy formulation.
