摘 要
随着城市化进程的加速,生态环境问题日益凸显,生态城市建设与环境治理成为解决城市可持续发展的重要途径。本研究旨在探讨二者协同机制,以期为城市规划和管理提供科学依据。基于系统理论和协同理论,通过文献分析、案例研究及实地调研等方法,选取典型生态城市为样本,深入剖析其在建设过程中环境治理措施与城市发展布局之间的内在联系。结果表明,生态城市规划中融入环境治理理念可显著提升资源利用效率,改善居民生活质量,降低环境污染风险。创新性地构建了包含政策引导、技术创新、公众参与和社会监督四位一体的协同框架,强调多主体互动合作的重要性。该框架不仅明确了各参与方的角色定位,还提出了具体的操作路径,为其他城市提供了可借鉴的经验模式。研究表明,建立完善的协同机制是实现生态城市建设和环境治理目标的关键,能够有效促进城市绿色转型,推动经济社会与自然环境和谐共生,对我国乃至全球的城市可持续发展具有重要参考价值。

Abstract
With the acceleration of urbanization, ecological and environmental issues have become increasingly prominent, making ecological city construction and environmental governance crucial approaches to achieving urban sustainability. This study aims to explore the synergistic mechanisms between these two aspects in order to provide a scientific basis for urban planning and management. Based on systems theory and synergy theory, this research employs methods such as literature analysis, case studies, and field surveys, selecting typical eco-cities as samples to thoroughly examine the intrinsic connections between environmental governance measures and urban development layouts during the construction process. The findings indicate that integrating environmental governance concepts into eco-city planning can significantly enhance resource utilization efficiency, improve residents' quality of life, and reduce environmental pollution risks. An innovative integrated synergy fr amework encompassing policy guidance, technological innovation, public participation, and social supervision has been constructed, emphasizing the importance of multi-party interaction and cooperation. This fr amework not only clarifies the role positioning of each participant but also proposes specific operational paths, offering replicable experience models for other cities. The study demonstrates that establishing a comprehensive synergy mechanism is essential for achieving the goals of eco-city construction and environmental governance, effectively promoting green urban transformation and fostering harmonious coexistence between socio-economic development and the natural environment, which holds significant reference value for urban sustainability in China and globally.
