水资源管理中的生态环保问题


摘    要

  随着全球气候变化和人类活动加剧,水资源管理面临前所未有的挑战,传统管理模式难以兼顾经济发展与生态保护需求。本研究聚焦水资源管理中的生态环保问题,旨在构建科学合理的水资源管理体系,实现水资源可持续利用与生态环境保护协调发展。通过文献分析、案例研究及实地调研相结合的方法,选取典型流域为研究对象,系统梳理了当前水资源管理存在的主要问题,包括水资源过度开发、水污染严重、生态系统退化等,并深入剖析其成因。在此基础上,提出基于生态流量保障、水质改善和生态系统修复的综合管理模式,创新性地引入智能监测技术与多主体协同治理机制,以提高水资源管理效率。研究结果表明,该模式能够有效缓解水资源供需矛盾,改善水环境质量,促进生物多样性恢复,为解决水资源管理中的生态环保问题提供了新思路和方法,对推动生态文明建设具有重要理论价值和实践意义。

Abstract 
  With the intensification of global climate change and human activities, water resource management faces unprecedented challenges, as traditional management models struggle to balance economic development with ecological protection needs. This study focuses on ecological and environmental issues in water resource management, aiming to establish a scientifically sound and rational water resource management system that promotes sustainable water use and coordinated ecological conservation. By integrating literature analysis, case studies, and field research, this study selects typical watersheds as research subjects to systematically identify major problems in current water resource management, including over-exploitation of water resources, severe water pollution, and ecosystem degradation, while thoroughly analyzing their underlying causes. Based on these findings, an integrated management model is proposed, emphasizing ecological flow assurance, water quality improvement, and ecosystem restoration. Innovatively, this model incorporates intelligent monitoring technologies and multi-stakeholder collaborative governance mechanisms to enhance water resource management efficiency. The results indicate that this model can effectively alleviate water supply-demand conflicts, improve water environment quality, and promote biodiversity recovery, offering new approaches and methods for addressing ecological and environmental issues in water resource management, which holds significant theoretical and practical implications for advancing ecological civilization construction.
