残疾人社会工作的服务范畴与政策保障机制研究 -社会工作专业

摘要

随着社会的发展，残疾人作为特殊群体面临着诸多挑战，其权益保障与社会融入成为亟待解决的问题。本研究聚焦于残疾人社会工作的服务范畴与政策保障机制，旨在全面梳理和分析现有服务体系的构成要素、运行模式及其面临的困境，深入探讨我国残疾人社会工作在不同层面的服务内容，包括康复治疗、就业支持、教育援助、心理辅导等多方面，并剖析相关政策法规的制定背景、实施效果以及现存问题。研究发现，当前残疾人社会工作存在服务供给不足、专业人才匮乏、区域发展不平衡等问题，而政策保障虽逐步完善但仍需加强针对性和可操作性。本研究创新性地构建了涵盖需求评估、资源整合、监督反馈的一体化服务框架，提出从强化顶层设计、优化资源配置、提升专业化水平等方面完善政策保障体系，为推动残疾人社会工作的高质量发展提供了理论依据和实践指导，有助于促进残疾人平等参与社会生活，实现全面发展。

Abstract

With the development of society, the disabled as a special group are faced with many challenges, and their rights and interests protection and social integration have become urgent problems to be solved. This study focuses on the service scope and policy guarantee mechanism of social work for persons with disabilities, aiming to comprehensively sort out and analyze the constituent elements, operation mode and difficulties faced by the existing service system, and deeply explore the service content of social work for persons with disabilities in China at different levels, including rehabilitation treatment, employment support, educational assistance, psychological counseling and other aspects. It also analyzes the background, implementation effect and existing problems of relevant policies and regulations. The research found that the current problems of social work for the disabled are insufficient service supply, lack of professional talents, and unbalanced regional development, and although the policy protection is gradually improved, it still needs to strengthen the pertinence and operability. This study innovatively constructs an integrated service fr amework covering needs assessment, resource integration, supervision and feedback, proposes to improve the policy guarantee system from the aspects of strengthening top-level design, optimizing resource allocation, and improving professional level, which provides theoretical basis and practical guidance for promoting high-quality development of social work for persons with disabilities, and helps to promote equal participation of persons with disabilities in social life. Achieve all-round development.
