摘 要：公共事业管理作为社会治理的重要组成部分，其资源优化配置直接影响社会公平与效率的实现。本研究基于当前公共事业领域资源配置不均衡、利用效率低等问题，旨在探索提升资源分配科学性和有效性的策略。通过文献分析、案例研究和实证调查相结合的方法，本文系统梳理了国内外相关理论与实践，并构建了一套适用于我国国情的资源优化配置模型。研究发现，引入智能化技术手段、强化跨部门协作以及完善绩效评估机制是改善资源配置效果的关键路径。此外，本研究创新性地提出了动态调整机制，以应对复杂多变的社会需求。结果表明，该机制能够显著提高资源配置的灵活性和适应性，为公共事业管理提供了新的思路和方法，对推动公共服务均等化具有重要参考价值。

Abstract：Public utility management, as a crucial component of social governance, directly influences the realization of social equity and efficiency through its resource allocation. This study addresses the issues of unbalanced resource distribution and low utilization efficiency in the current public utility sector, aiming to explore strategies for enhancing the scientific nature and effectiveness of resource allocation. By integrating literature analysis, case studies, and empirical investigations, this paper systematically reviews relevant theories and practices both domestically and internationally, and constructs a resource optimization model tailored to China's national conditions. The findings indicate that incorporating intelligent technological tools, strengthening inter-departmental collaboration, and refining performance evaluation mechanisms are critical pathways to improving resource allocation outcomes. Furthermore, this research innovatively proposes a dynamic adjustment mechanism designed to respond to the complex and ever-changing social demands. The results demonstrate that this mechanism significantly enhances the flexibility and adaptability of resource allocation, offering new insights and approaches for public utility management and contributing valuable references for promoting equalization of public services.
