摘 要:随着城市化进程的加速,公共基础设施建设与管理面临资源短缺、环境压力及社会需求多样化的多重挑战,亟需探索可持续发展策略以提升城市运行效率和居民生活质量。本研究旨在通过系统分析当前城市公共基础设施建设与管理中的关键问题,提出适应性更强、资源利用更高效的可持续发展路径。研究采用文献分析、案例对比及系统动力学建模等方法,结合国内外典型城市的实践经验,深入探讨了基础设施全生命周期管理优化、绿色技术集成应用及公众参与机制构建等核心议题。结果表明,基于数据驱动的智能化管理模式能够显著提高设施运营效率,而多利益相关方协作机制则有助于缓解资金短缺与决策冲突等问题。

Abstract:With the acceleration of urbanization, the construction and management of public infrastructure are faced with multiple challenges of resource shortage, environmental pressure and diversified social needs, so it is urgent to explore sustainable development strategies to improve the efficiency of urban operation and the living quality of residents. This study aims to systematically analyze the key problems in the construction and management of the current urban public infrastructure, and propose a sustainable development path with stronger adaptability and more efficient resource utilization. The research adopts literature analysis, case comparison and system dynamics modeling methods, combined with the practical experience of typical cities at home and abroad, and deeply discusses the core issues such as the optimization of infrastructure full life cycle management, the integration and application of green technology and the construction of public participation mechanism. The results show that the data-driven intelligent management mode can significantly improve the operation and efficiency of facilities, while the multi-stakeholder collaboration mechanism can help alleviate the fund shortage and decision conflict.
