摘 要：在全球环境问题日益严峻的背景下，环境保护政策的有效执行成为公共事业管理领域的重要课题。本研究旨在探讨环境保护政策执行机制的优化路径，通过文献分析与案例研究相结合的方法，深入剖析政策执行过程中的关键因素及障碍。研究选取了我国多个省市的环保政策实施案例，运用定性与定量相结合的方式，评估政策执行效果并识别影响机制的核心变量。结果表明，信息不对称、激励机制不足以及跨部门协作效率低下是制约政策执行效果的主要原因。本研究创新性地提出了基于多方协同治理的政策执行优化框架，强调政府、企业和社会公众三方互动的重要性，并构建了相应的绩效评估指标体系。这一框架为提升环境保护政策的执行力提供了理论支持和实践指导，对完善我国公共事业管理体系具有重要参考价值。

Abstract：In the context of increasingly severe global environmental issues, the effective implementation of environmental protection policies has become a critical topic in the field of public administration. This study aims to explore the optimization pathways for the implementation mechanisms of environmental protection policies by integrating literature analysis with case studies to thoroughly examine the key factors and obstacles in the policy implementation process. Multiple provincial-level cases of environmental policy implementation in China were selected, and both qualitative and quantitative approaches were employed to evaluate the effectiveness of policy execution and identify the core variables influencing the mechanism. The findings indicate that information asymmetry, insufficient incentive mechanisms, and low efficiency in cross-departmental collaboration are the primary constraints affecting policy implementation outcomes. Innovatively, this study proposes an optimized fr amework for policy implementation based on multi-party collaborative governance, emphasizing the importance of interactions among government, enterprises, and the public. Additionally, a corresponding performance evaluation index system was constructed. This fr amework provides theoretical support and practical guidance for enhancing the enforcement of environmental protection policies and holds significant reference value for improving China's public administration system.
