摘 要：公共卫生应急管理是公共事业管理的重要组成部分，其在应对突发公共卫生事件中的作用日益凸显。本研究基于公共事业管理的理论框架，探讨了公共卫生应急管理体系的构建与优化路径。通过文献分析、案例研究及系统性评估等方法，本文梳理了当前我国公共卫生应急管理体系的现状与不足，并提出了以资源整合、信息共享和协同治理为核心的改进策略。研究发现，现行体系存在跨部门协作机制不健全、资源分配不均衡以及公众参与度较低等问题。为此，本文创新性地提出构建多层次、多主体联动的应急管理体系，并强调技术赋能与法治保障的重要性。

Abstract：Public health emergency management is an important part of public utilities management, and its role in dealing with public health emergencies is becoming increasingly prominent. Based on the theoretical fr amework of public utility management, this study discusses the construction and optimization path of public health emergency management system. Through literature analysis, case study and systematic evaluation, this paper sorts out the current situation and shortcomings of China's public health emergency management system, and puts forward improvement strategies with resource integration, information sharing and collaborative governance as the core. The study found that the current system has problems such as imperfect cross-departmental cooperation mechanism, unbalanced resource allocation and low public participation. To this end, this paper innovatively proposes the construction of a multi-level and multi-subject linkage emergency management system, and emphasizes the importance of technology empowerment and legal guarantee.
