摘 要:公共事业项目作为社会经济发展的重要组成部分,其风险管理与应对机制的研究具有重要的现实意义和理论价值。本研究以公共事业项目为对象,针对其风险特征及管理需求,系统分析了当前风险管理中存在的问题,并提出了基于全过程动态管理的风险应对框架。通过文献分析、案例研究以及实证调查相结合的方法,本文构建了涵盖风险识别、评估、控制及反馈的综合管理体系,特别强调了数字化技术在风险监测中的应用潜力。研究发现,公共事业项目的风险具有复杂性、动态性和关联性,传统静态管理模式难以满足实际需求,而全过程动态管理能够显著提升风险管理效果。本研究的主要创新点在于引入了数字化工具优化风险预警机制,并通过实证验证了其可行性和有效性,为公共事业项目的科学管理提供了新思路。研究成果不仅丰富了项目风险管理的理论体系,也为相关实践提供了可操作的指导方案。

Abstract:Public utility projects, as a crucial component of socio-economic development, hold significant practical implications and theoretical value in the study of risk management and response mechanisms. This research focuses on public utility projects, analyzing their risk characteristics and management requirements to systematically identify issues in current risk management practices. A risk response fr amework based on full-process dynamic management is proposed. By integrating literature analysis, case studies, and empirical investigations, this paper constructs a comprehensive management system that encompasses risk identification, assessment, control, and feedback, with particular emphasis on the potential application of digital technologies in risk monitoring. The findings reveal that risks associated with public utility projects are characterized by complexity, dynamism, and interconnectivity, making traditional static management approaches insufficient to meet practical needs. In contrast, full-process dynamic management significantly enhances risk management effectiveness. A key innovation of this study lies in the introduction of digital tools to optimize early warning mechanisms, which have been empirically validated for feasibility and efficacy. This provides new insights into the scientific management of public utility projects. The research not only enriches the theoretical fr amework of project risk management but also offers actionable guidance for relevant practices.
