摘 要：随着社会经济的快速发展和人民健康意识的提升，体育事业作为公共事业的重要组成部分，其发展策略亟需从管理视角进行系统性研究。本研究以公共事业管理理论为基础，结合体育事业发展的现实需求，旨在探索促进体育事业可持续发展的有效路径。通过文献分析、案例研究与问卷调查相结合的方法，研究深入剖析了当前体育事业发展中的资源配置、政策支持及公众参与等关键问题，并提出了优化策略。研究发现，构建多元主体协同治理机制、完善公共服务体系以及强化科技赋能是推动体育事业高质量发展的核心要素。本研究的创新点在于将公共事业管理理念融入体育事业发展战略框架，为相关政策制定提供了理论支撑与实践参考，同时强调了数字化转型在体育治理中的重要作用，为未来体育事业的发展方向提供了新的思考维度。

Abstract：With the rapid development of socio-economy and the increasing health awareness among the population, the sports sector, as a critical component of public undertakings, urgently requires systematic research from a management perspective regarding its developmental strategies. Grounded in public undertaking management theory and aligned with the practical needs of sports development, this study aims to explore effective pathways for promoting the sustainable development of the sports sector. By integrating literature analysis, case studies, and questionnaire surveys, the research delves into key issues such as resource allocation, policy support, and public participation within the current landscape of sports development, while proposing optimization strategies. The findings indicate that establishing a multi-stakeholder collaborative governance mechanism, enhancing the public service system, and strengthening technological empowerment are core elements for advancing high-quality development in the sports sector. The innovation of this study lies in integrating the concept of public undertaking management into the strategic fr amework of sports development, thereby providing theoretical underpinning and practical guidance for relevant policy formulation. Additionally, the study highlights the significant role of digital transformation in sports governance and offers new dimensions for contemplating the future direction of sports development.
