摘 要:教育公平是公共事业管理领域的重要议题,其研究背景源于当前社会资源分配不均对教育机会和质量的影响日益显著。本研究旨在从公共事业管理的视角出发,探讨教育公平的实现路径及其政策优化方案。通过文献分析与实证研究相结合的方法,选取我国中西部地区若干典型样本进行深入调研,揭示教育资源配置、区域差异及群体间不公平现象的成因。研究发现,制度设计缺陷、财政投入不足以及社会支持体系薄弱是制约教育公平的主要因素。基于此,本文提出构建多层次、多主体协同治理机制的创新思路,并强调技术赋能与政策精准化的关键作用。研究成果为完善公共事业管理体系提供了理论支撑,同时对促进教育公平具有重要的实践指导意义。

Abstract:Educational equity is a significant issue in the field of public affairs management, with its research background rooted in the growing impact of unequal social resource distribution on educational opportunities and quality. This study aims to explore the pathways to achieving educational equity and optimize relevant policies from the perspective of public affairs management. By combining literature analysis with empirical research, several typical samples from central and western regions of China were selected for in-depth investigation, revealing the causes of educational resource allocation disparities, regional differences, and inequities among groups. The findings indicate that flaws in institutional design, insufficient financial investment, and a weak social support system are the primary factors constraining educational equity. Based on these insights, this paper proposes an innovative approach to constructing a multi-level, multi-stakeholder collaborative governance mechanism, emphasizing the critical role of technology-enabled solutions and policy precision. The research outcomes provide theoretical support for improving the public affairs management system and offer important practical guidance for promoting educational equity.
