摘 要
随着我国社会经济快速发展，儿童福利服务面临新的挑战与机遇，传统儿童福利服务模式难以满足日益多样化的儿童需求。为探索适应新时代要求的儿童福利服务模式，本研究以创新实践为核心，聚焦儿童福利服务在社会工作中的应用与发展。通过文献分析、案例研究和实地调研相结合的方法，选取具有代表性的地区和机构进行深入剖析，旨在构建一个更加科学、系统、人性化的儿童福利服务体系。研究发现，在服务理念上，从单纯救助转向全面关怀，强调儿童权利保障；在服务主体方面，打破政府单一供给格局，鼓励多元主体参与合作；在服务内容上，涵盖教育支持、心理健康辅导、家庭关系调适等多维度内容；在服务方式上，借助互联网技术实现精准化、个性化服务。研究表明，这种创新实践不仅提升了儿童福利服务水平，还促进了社会和谐稳定发展，为我国儿童福利事业提供了可借鉴的新模式，对推动儿童福利服务高质量发展具有重要意义。

Abstract
With the rapid development of China's social economy, child welfare services are facing new challenges and opportunities. Traditional child welfare service models can no longer meet the increasingly diverse needs of children. To explore a child welfare service model that adapts to the requirements of the new era, this study focuses on the application and development of child welfare services in social work, with innovation at its core. By employing a combination of literature analysis, case studies, and field research, this study conducts an in-depth analysis of representative regions and institutions, aiming to construct a more scientific, systematic, and human-centered child welfare service system. The findings indicate that in terms of service philosophy, there is a shift from mere relief to comprehensive care, emphasizing the protection of children’s rights; regarding service providers, the single-supply pattern by the government is broken, encouraging multi-party participation and cooperation; concerning service content, it encompasses multidimensional aspects such as educational support, mental health counseling, and family relationship adjustment; in terms of service methods, internet technology is utilized to achieve precise and personalized services. This study demonstrates that such innovative practices not only enhance the level of child welfare services but also promote harmonious and stable social development, providing a replicable new model for China’s child welfare endeavors, which is of great significance for advancing the high-quality development of child welfare services.
