摘要

在全球经济一体化背景下，全球价值链（GVC）升级已成为各国提升国际竞争力和实现可持续发展的重要议题。本研究旨在探讨政策干预在推动GVC升级中的作用机制与路径选择，以期为相关政策制定提供理论支持与实践指导。政策干预在技术能力提升、治理结构优化以及市场准入拓展等方面具有显著影响，而其效果取决于政策设计的精准性与协调性。具体而言，创新型政策工具如研发补贴、国际合作平台建设以及绿色标准推广，能够有效促进企业向高附加值环节攀升。此外，研究还揭示了政策干预需与本地化条件相匹配，并注重动态调整以适应外部环境变化。本研究的主要贡献在于提出了基于多层次治理视角的政策干预框架，强调了制度环境与产业特征的交互作用，并为新兴经济体提供了可操作性的政策建议，从而丰富了GVC升级的理论体系并填补了现有研究中关于政策路径细化的空白。

Policy Intervention Pathways in Global Value Chain (GVC) Upgrading

Abstract

In the context of global economic integration, the upgrading of global value chain (GVC) has become an important issue for countries to enhance international competitiveness and achieve sustainable development. The purpose of this study is to explore the mechanism and path selection of policy intervention in promoting GVC upgrading, in order to provide theoretical support and practical guidance for relevant policy making. Policy intervention has a significant impact on technical capability improvement, governance structure optimization and market access expansion, and its effect depends on the precision and coordination of policy design. Specifically, innovative policy tools such as research and development subsidies, international cooperation platforms, and the promotion of green standards can effectively promote companies to move up the value-added chain. In addition, the study also reveals that policy interventions need to match localized conditions and pay attention to dynamic adjustment to adapt to changes in the external environment. The main contribution of this study is that it proposes a policy intervention fr amework based on the multi-level governance perspective, emphasizes the interaction between institutional environment and industrial characteristics, and provides operational policy recommendations for emerging economies, thus enriching the theoretical system of GVC upgrading and filling the gaps in the existing research on policy path refinement.
