摘要
随着城市化进程的加快和灾害事件频发，社区作为灾害应对的基本单元，其应急响应能力的重要性日益凸显，而社会工作在灾害管理中的作用逐渐受到关注本研究旨在探讨城市社区灾害应对中社会工作的应急响应机制，通过文献分析、案例研究和深度访谈相结合的方法，系统梳理了社会工作者在灾害预防、应急处置和恢复重建三个阶段的具体职能与实践模式研究发现，社会工作者不仅能够提供心理支持和资源链接等传统服务，还能在灾害情境下发挥协调、倡导和能力建设的关键作用此外，研究揭示了当前社会工作应急响应机制存在的不足，如专业能力欠缺、资源整合不足及制度保障缺失针对这些问题，本文提出了加强社会工作专业化培训、完善跨部门协作机制以及构建多层次支持体系的建议本研究的创新点在于将社会工作理论与灾害应急管理实践相结合，为提升城市社区灾害应对能力提供了新的视角和可行路径，对推动社会工作在灾害管理领域的深入发展具有重要意义

Abstract
With the acceleration of urbanization and the increasing frequency of disaster events, the importance of community emergency response capabilities has become increasingly prominent as communities serve as the basic units for disaster management. Meanwhile, the role of social work in disaster management has gradually drawn attention. This study aims to explore the emergency response mechanisms of social work in urban community disaster management by employing a combination of literature analysis, case studies, and in-depth interviews. It systematically examines the specific functions and practice models of social workers across three phases: disaster prevention, emergency response, and recovery and reconstruction. The findings indicate that social workers not only provide traditional services such as psychological support and resource linkage but also play critical roles in coordination, advocacy, and capacity building under disaster scenarios. Furthermore, the study reveals deficiencies in the current social work emergency response mechanisms, including insufficient professional competence, inadequate resource integration, and a lack of institutional safeguards. In response to these issues, this paper proposes enhancing specialized training for social workers, improving inter-departmental collaboration mechanisms, and establishing multi-level support systems. The innovation of this research lies in its integration of social work theory with disaster emergency management practices, offering new perspectives and feasible approaches to enhance urban community disaster response capabilities. This study holds significant implications for promoting the in-depth development of social work within the field of disaster management.
