摘 要：公共事业管理中的公众参与是实现社会治理现代化的重要途径，然而当前实践中仍存在诸多障碍因素。本研究旨在系统分析公众参与在公共事业管理中的现实困境，并提出针对性的解决对策。通过文献综述与实证调研相结合的方法，研究发现公众参与的主要障碍包括制度保障不足、信息不对称、公众意识薄弱以及参与渠道有限等问题。基于此，本文从完善法律法规体系、优化信息公开机制、提升公众参与能力及构建多元参与平台四个方面提出了具体改进措施。研究创新性地引入了多层次分析框架，将宏观政策环境与微观个体行为有机结合，为深化公众参与提供了理论支持与实践指导，对推动公共事业管理改革和提升社会治理效能具有重要意义。

Abstract：Public participation in public utility management is a crucial pathway to achieving the modernization of social governance, yet numerous obstacles remain in current practice. This study aims to systematically analyze the practical challenges of public participation in public utility management and propose targeted solutions. By integrating literature review with empirical research, the study identifies major barriers to public participation, including insufficient institutional safeguards, information asymmetry, weak public awareness, and limited channels for participation. In response, this paper puts forward specific improvement measures from four aspects: enhancing the legal and regulatory fr amework, optimizing the mechanism of information disclosure, improving public participation capabilities, and constructing diversified participation platforms. Innovatively, the study introduces a multi-level analytical fr amework that integrates macro-policy environments with micro-individual behaviors, providing theoretical support and practical guidance for deepening public participation. This research holds significant implications for advancing reforms in public utility management and enhancing the efficiency of social governance.
