摘 要：随着社会治理现代化的推进，政府与社会组织的合作成为公共事业管理的重要模式。本研究旨在探讨政府与社会组织合作的机制、路径及其优化策略，以提升公共服务供给效率和治理能力。通过文献分析、案例研究与问卷调查相结合的方法，本文选取了多个典型合作项目进行深入剖析，并构建了合作模式的评价体系。研究发现，政府与社会组织的合作在资源互补、职能分工及公众参与等方面具有显著优势，但也面临制度保障不足、信任关系薄弱等挑战。创新性地提出了“动态协作框架”，强调基于情境适应性的合作模式设计，并引入数字化工具以增强协同效率。研究表明，强化制度建设、优化激励机制以及提升组织能力是推动合作模式可持续发展的关键。本研究为完善政府与社会组织的合作理论提供了新视角，同时为实践中的模式选择与改进提供了参考依据。

Abstract：With the advancement of modernized social governance, the collaboration between government and social organizations has become a crucial model for public affairs management. This study aims to explore the mechanisms, pathways, and optimization strategies of cooperation between government and social organizations to enhance the efficiency of public service delivery and governance capabilities. By employing a combination of literature analysis, case studies, and questionnaire surveys, this paper selects several typical cooperative projects for in-depth analysis and constructs an evaluation system for cooperative models. The findings reveal that collaborations between government and social organizations exhibit significant advantages in resource complementarity, functional division of labor, and public participation, yet also face challenges such as insufficient institutional support and weak trust relationships. Innovatively, a "dynamic collaboration fr amework" is proposed, emphasizing context-adaptive design of cooperative models and the integration of digital tools to improve collaborative efficiency. The research indicates that strengthening institutional development, optimizing incentive mechanisms, and enhancing organizational capacity are critical to promoting the sustainable development of cooperative models. This study provides a new perspective for refining the theoretical fr amework of cooperation between government and social organizations and offers practical references for model selection and improvement in real-world applications.
