摘 要：公共事业管理作为政府治理的重要组成部分，其绩效评估的科学性和公正性日益受到关注，而第三方评估机制的引入为解决传统评估模式中的局限性提供了新思路。本研究以提升公共事业管理效能为目标，系统探讨了第三方评估机制的设计与实施路径。通过文献分析、案例研究和实证调查相结合的方法，研究揭示了第三方评估在增强透明度、提高公众参与度以及优化决策过程中的积极作用。研究结果表明，第三方评估能够有效弥补政府自我评估的不足，同时促进多元主体协同治理。本文创新性地提出了基于“独立性、专业性和公信力”三位一体的评估框架，并结合具体实践提出可操作性的改进建议。研究的主要贡献在于为公共事业管理领域的评估体系改革提供了理论支持与实践参考，有助于推动公共服务质量的全面提升。

Abstract：Public utility management, as a critical component of government governance, has increasingly drawn attention to the scientific nature and fairness of its performance evaluation. The introduction of third-party assessment mechanisms offers new approaches to addressing the limitations of traditional evaluation models. This study aims to enhance the efficiency of public utility management by systematically exploring the design and implementation pathways of third-party assessment mechanisms. By integrating literature analysis, case studies, and empirical investigations, the research highlights the positive role of third-party assessments in increasing transparency, promoting public participation, and optimizing decision-making processes. The findings indicate that third-party assessments can effectively compensate for the deficiencies of government self-assessments while facilitating collaborative governance among multiple stakeholders. Innovatively, this paper proposes an integrated evaluation fr amework based on the triad of independence, professionalism, and credibility, along with actionable recommendations derived from practical applications. The primary contribution of this study lies in providing theoretical support and practical guidance for reforming the evaluation system in the field of public utility management, thereby contributing to the overall improvement of public service quality.
