摘 要
本研究深入探讨了政府购买社会工作服务中的双向嵌入策略，旨在全面分析该策略的实施现状、面临的挑战，并提出针对性的优化路径。研究阐述了嵌入性理论的基本框架及其在社会工作领域的适用性，不仅强调政府对社会工作服务的引导与支持，也注重社会工作服务对政府治理的积极反馈与促进。然而，研究也揭示了双向嵌入策略在实施过程中存在的问题，如政策制定与执行中的偏差确，资源分配与使用中的不足，社会组织对政府的过度依赖以及合作意愿与能力不足影响了双方的有效沟通与协作。针对上述问题，本研究提出了明确政策导向与责任分工，强化政府部门的协调与监管作用。主张优化资源配置，提高资金使用效率，确保服务需求得到满足。强调加强自身建设，提升专业能力与服务水平，增强自主发展能力。倡导建立常态化的沟通机制，增进双方的理解与信任，推动跨领域合作与资源共享。

Abstract
This study deeply discusses the bidirectional embedding strategy in the government's purchase of social work services, aiming to comprehensively analyze the implementation status and challenges of this strategy, and propose targeted optimization paths. This paper expounds the basic fr amework of embeddedness theory and its applicability in the field of social work, emphasizing not only the guidance and support of the government to social work services, but also the positive feedback and promotion of social work services to government governance. However, the research also reveals the problems existing in the implementation process of the bidirectional embedding strategy, such as the deviation in policy formulation and implementation, the insufficiency in resource allocation and use, the excessive dependence of social organizations on the government, and the lack of cooperation willingness and ability affect the effective communication and cooperation between the two sides. In response to the above problems, this study proposes to clarify the policy orientation and division of responsibilities, and strengthen the coordination and supervision role of government departments. It is advocated to optimize resource allocation, improve the efficiency of the use of funds, and ensure that service needs are met. It emphasizes strengthening self-construction, improving professional ability and service level, and enhancing independent development ability. We should advocate the establishment of a regular communication mechanism, enhance mutual understanding and trust, and promote cross-field cooperation and resource sharing.
