摘 要
随着社会经济的快速发展与深刻变革，社会转型呈现出多元化、复杂化的特征，这对传统的社会救助体系提出了更高要求。文章分析了当前社会转型的主要表现，从经济结构、社会结构、政策环境及文化观念四个维度，详细剖析了社会转型对社会救助工作产生的多方面影响。文章归纳了社会转型视野中社会救助工作面临的制度性、资源性、服务性及社会参与等四大问题，并指出这些问题的存在严重制约了社会救助工作的有效性和可持续性。针对上述问题，本文提出了相应的改进建议。这些建议旨在为社会救助工作在社会转型背景下实现转型升级、提升效能提供理论依据与实践指导。

Abstract
With the rapid development and profound changes of social economy, social transformation has shown the characteristics of diversification and complexity, which puts forward higher requirements for the traditional social assistance system. This paper analyzes the main manifestations of the current social transformation, from four dimensions of economic structure, social structure, policy environment and cultural concept, and analyzes the various influences of social transformation on social relief work in detail. This paper summarizes four major problems of social relief work in the perspective of social transformation, such as system, resource, service and social participation, and points out that these problems seriously restrict the effectiveness and sustainability of social relief work. In view of the above problems, this paper puts forward the corresponding improvement suggestions. These suggestions aim to provide theoretical basis and practical guidance for social relief work to realize transformation and upgrading and improve efficiency under the background of social transformation.
