摘 要：随着人口老龄化加剧，社区养老服务体系建设成为公共事业管理的重要议题。本研究以公共事业管理理论为指导，结合国内外实践经验，旨在构建适应我国国情的社区养老服务体系。通过文献分析、问卷调查和案例研究等方法，系统探讨了当前社区养老服务的发展现状、存在问题及优化路径。研究发现，现有体系在资源配置、服务供给和社会参与等方面存在明显不足，亟需通过政策创新和多方协作加以改进。本研究提出“政府主导、社会协同、公众参与”的三位一体模式，并设计了具体实施框架，为提升社区养老服务效能提供了新思路。

Abstract：With the aging of the population, the construction of community old-age service system has become an important issue of public utility management. Guided by the theory of public service management and combined with the practical experience at home and abroad, this study aims to build a community pension service system adapted to China's national conditions. Through literature analysis, questionnaire survey and case study, the current development status, existing problems and optimization path of community elderly care service are systematically discussed. The study found that the existing system has obvious deficiencies in resource allocation, service supply and social participation, and it needs to be improved through policy innovation and multi-party cooperation. This study puts forward the trinity mode of "government-led, social coordination and public participation", and designs the specific implementation fr amework, which provides a new idea for improving the efficiency of community elderly care service.
