摘 要:随着公共事业项目规模的不断扩大及其对社会经济发展影响的加深,如何通过科学的绩效评估提升项目管理水平成为重要课题。本研究以绩效评估为核心,旨在探索优化公共事业项目管理的有效策略。研究采用定性与定量相结合的方法,构建了包含效率、效益、公平及可持续性四个维度的综合绩效评估体系,并结合案例分析验证其适用性。通过对多个典型公共事业项目的实证研究,发现传统管理模式在目标设定、资源配置和过程监督方面存在不足,而基于绩效评估的优化策略能够显著改善这些问题。研究创新性地提出了动态反馈机制和多主体协同治理框架,为项目管理提供了理论支持和实践指导。结果表明,该方法不仅提升了项目执行效率,还增强了公众满意度和社会效益,为公共事业项目管理的科学化和精细化发展提供了重要参考。

Abstract:With the continuous expansion of public projects and their deepening impact on socio-economic development, enhancing project management through scientific performance evaluation has become a critical issue. This study focuses on performance evaluation to explore effective strategies for optimizing the management of public projects. By employing a combination of qualitative and quantitative methods, a comprehensive performance evaluation system was constructed, encompassing four dimensions: efficiency, effectiveness, equity, and sustainability. The applicability of this system was validated through case analysis. Empirical research on multiple typical public projects revealed deficiencies in traditional management models regarding goal setting, resource allocation, and process supervision. In contrast, optimization strategies based on performance evaluation significantly improved these issues. Innovatively, this study proposed a dynamic feedback mechanism and a multi-stakeholder collaborative governance fr amework, providing both theoretical support and practical guidance for project management. The results indicate that this approach not only enhances project implementation efficiency but also increases public satisfaction and social benefits, offering significant reference for the scientific and refined development of public project management.
