  随着信息技术和互联网的迅猛发展,电子商务已成为现代商业活动的重要组成部分,消费者隐私保护问题日益凸显。本研究旨在探讨电子商务环境中消费者隐私面临的风险与挑战,分析现有法律法规和技术手段的局限性,提出系统性的隐私保护对策。通过对国内外相关文献的梳理、案例分析以及对1200名消费者的问卷调查,发现当前消费者隐私泄露主要集中在数据收集、存储和使用环节,且存在企业自律不足、监管机制不健全等问题。研究创新性地构建了“技术-管理-法律”三位一体的隐私保护框架,强调从源头上规范数据处理流程,强化企业主体责任,完善个人信息保护立法,并引入区块链等新兴技术保障数据安全。研究结果表明,该框架能够有效提升消费者隐私保护水平,增强公众信任度,促进电子商务行业的健康发展,为相关政策制定提供了理论依据和实践参考,具有重要的现实意义。

Abstract 
  With the rapid development of information technology and the Internet, e-commerce has become an integral part of modern business activities, bringing consumer privacy protection to the forefront. This study aims to investigate the risks and challenges faced by consumer privacy in the e-commerce environment, analyze the limitations of existing legal fr ameworks and technical measures, and propose a systematic approach to privacy protection. By reviewing relevant literature both domestically and internationally, conducting case studies, and surveying 1200 consumers, it was found that current consumer privacy breaches predominantly occur during data collection, storage, and usage phases, with issues such as inadequate corporate self-regulation and underdeveloped supervisory mechanisms. Innovatively, this research constructs a tripartite privacy protection fr amework integrating technology, management, and law, emphasizing the standardization of data processing procedures at the source, reinforcing corporate primary responsibility, improving personal information protection legislation, and incorporating emerging technologies like blockchain to ensure data security. The findings indicate that this fr amework can effectively enhance the level of consumer privacy protection, increase public trust, and promote the healthy development of the e-commerce industry, providing theoretical foundations and practical references for policy formulation, thus holding significant practical implications.
