农业水资源短缺与可持续利用问题研究
摘 要
我国作为农业大国，农业用水占总用水量的比例较大，但水资源分布不均、利用效率低下、污染严重等问题突出。本研究概述了水资源管理的理论基础，包括水资源循环与分布规律、可持续发展理论在水资源管理中的应用等。随后，构建了农业水资源利用的理论框架，分析了农业生产过程中的水资源消耗特点以及水资源短缺对农作物生长的影响。在此基础上，深入剖析了农业水资源短缺与可持续利用面临的四大主要问题：水资源分配不均与利用效率低下、节水灌溉技术推广与应用不足、水资源污染与生态环境破坏、政策法规与管理机制不健全。针对这些问题，本研究提出了相应的对策措施，包括优化水资源分配与提高利用效率、加大节水灌溉技术推广力度、加强水资源保护与生态环境修复以及完善政策法规与管理机制等。

RESEARCH ON AGRICULTURAL WATER RESOURCES SHORTAGE AND SUSTAINABLE UTILIZATION
ABSTRACT
As a large agricultural country, agricultural water accounts for a large proportion of the total water consumption, but the uneven distribution of water resources, low utilization efficiency and serious pollution are prominent. This study summarizes the theoretical basis of water resource management, including the law of water resource circulation and distribution, and the application of sustainable development theory in water resource management. Subsequently, the theoretical fr amework of agricultural water resources utilization is constructed, and the characteristics of water resources consumption in the agricultural production process and the influence of water resources shortage on crop growth are analyzed. On this basis, this paper deeply analyzes the four main problems facing the shortage and sustainable utilization of agricultural water resources: uneven distribution and low utilization efficiency of water resources, insufficient promotion and application of water-saving irrigation technology, water resources pollution and ecological environment damage, and imperfect policies, regulations and management mechanism. In view of these problems, this research puts forward corresponding countermeasures, including optimizing the allocation of water resources and improving the utilization efficiency, increasing the promotion of water-saving irrigation technology, strengthening water resources protection and ecological environment restoration, and improving the improvement of policies and regulations and management mechanism.
