随着城市化进程的加速和基础设施建设的不断推进,建筑工程项目规模日益扩大,投资额度显著增加。然而,在工程项目实施过程中,造价超预算问题屡见不鲜,成为制约工程项目顺利推进和经济效益提升的关键因素。造价超预算不仅会导致项目成本失控,影响项目质量和进度,还可能引发资金链断裂等严重后果。因此,本文旨在探讨建筑工程造价超预算的成因及对策。首先,分析了当前建筑工程造价管理的现状,指出了造价超预算问题的普遍性和严重性。随后,从预算编制不准确、项目管理水平不足、市场价格波动影响、设计与施工变更频繁等四个方面深入剖析了造价超预算的成因。针对这些成因,本文提出了相应的控制对策,包括优化预算编制过程、提升项目管理能力、建立灵活的材料采购策略以应对市场价格波动、加强设计阶段的成本控制并严格施工变更审批流程等。通过理论分析与实际案例相结合,本文为建筑工程造价管理提供了科学、合理的解决方案,以期为提高工程项目经济效益和社会效益提供有力支持。

Abstract
With the acceleration of the urbanization process and the continuous advancement of infrastructure construction, the scale of construction projects is expanding day by day, and the investment amount has increased significantly. However, in the process of project implementation, the cost of over-budget problem is common, which has become the key factor restricting the smooth progress of the project and the improvement of economic benefits. The cost over the budget will not only lead to the project cost out of control, affect the quality and progress of the project, but also may cause serious consequences such as the rupture of the capital chain. Therefore, this paper aims to discuss the causes and countermeasures of the overbudget of the construction project cost. First, it analyzes the current situation of construction project cost management, and points out the universality and seriousness of cost over budget. Subsequently, the causes of cost overbudget are deeply analyzed from four aspects: inaccurate budget preparation, insufficient project management level, the influence of market price fluctuations, and frequent design and construction changes. In view of these causes, this paper puts forward the corresponding control countermeasures, including optimizing the budgeting process, improving the project management ability, establishing a flexible material procurement strategy to cope with the market price fluctuations, strengthening the cost control in the design stage and strict construction change approval process, etc. Through the combination of theoretical analysis and practical cases, this paper provides a scientific and reasonable solution for the construction project cost management, in order to provide strong support for improving the economic benefits and social benefits of the project.
