随着公共基础设施建设需求的不断增长,政府与社会资本合作(PPP)模式逐渐成为推动基础设施建设和公共服务供给的重要方式。然而,PPP项目全生命周期内的造价管理与风险分担问题一直是理论研究和实践中的难点。本研究旨在探讨如何通过科学的造价管理体系和合理风险分担机制提升PPP项目的经济性和可持续性。研究基于系统论和风险管理理论,结合案例分析与实证研究方法,构建了适用于PPP项目全生命周期的造价管理框架,并提出了动态风险分担模型。通过对多个实际PPP项目的深入分析,研究发现合理的造价管理策略能够显著降低项目成本偏差,而动态风险分担机制则有助于提高各方参与的积极性和项目的整体绩效。创新点在于首次将全生命周期理念与动态风险分担机制相结合,为PPP项目的精细化管理提供了理论支持和实践指导。此外,研究还开发了一套量化评估工具,用于辅助决策者在不同阶段进行成本预测和风险分配。最终结论表明,强化全生命周期视角下的造价管理并优化风险分担机制,是实现PPP项目多方共赢的关键路径,对促进PPP模式的健康发展具有重要参考价值。

ABSTRACT


With the continuous growth in demand for public infrastructure construction, the Public-Private Partnership (PPP) model has gradually become a crucial approach to promoting infrastructure development and public service provision. However, cost management and risk allocation throughout the entire lifecycle of PPP projects remain challenging issues in both theoretical research and practical application. This study aims to explore how a scientific cost management system and a rational risk-sharing mechanism can enhance the economic efficiency and sustainability of PPP projects. Based on systems theory and risk management theory, and combining case analysis with empirical research methods, this study constructs a cost management fr amework applicable to the entire lifecycle of PPP projects and proposes a dynamic risk-sharing model. Through an in-depth analysis of multiple actual PPP projects, it is found that reasonable cost management strategies can significantly reduce project cost deviations, while a dynamic risk-sharing mechanism can improve the participation enthusiasm of all parties and overall project performance. The innovation lies in the first integration of the entire lifecycle concept with a dynamic risk-sharing mechanism, providing theoretical support and practical guidance for the refined management of PPP projects. Additionally, this study develops a set of quantitative evaluation tools to assist decision-makers in cost forecasting and risk allocation at different stages. The final conclusion indicates that strengthening cost management under a full lifecycle perspective and optimizing the risk-sharing mechanism are key pathways to achieving win-win outcomes for all parties involved in PPP projects, offering significant reference value for promoting the healthy development of the PPP model.
