摘要
校园暴力问题日益凸显，已成为影响青少年健康成长和社会稳定的重大隐患。在构建校园暴力预警机制的过程中，法律问题及其实施策略显得尤为重要。当前，我国在校园暴力预警机制的法律框架上存在专项法律法规缺乏的问题，导致校园暴力事件处理缺乏明确的法律指导和规范。同时，法律执行不力、法律宣传不到位以及责任追究不明确等问题也制约了预警机制的有效运行。针对这些问题，本论文提出了一系列实施策略。首先，加快制定和完善校园安全法律法规，明确校园暴力的定义、性质及法律责任，为预警机制提供坚实的法律基础。其次，加强执法力度，确保法律得到严格执行，形成对校园暴力行为的强大威慑。同时，加强法律宣传和教育，提高师生对校园暴力问题的认识和重视程度。最后，建立明确的责任追究机制，对校园暴力事件中的责任人进行依法追究，确保责任得到落实。通过这些策略的实施，可以构建一个更加完善、有效的校园暴力预警机制，为青少年创造一个安全、和谐的校园环境。

Abstract
The problem of school violence is becoming increasingly prominent, which has become a major hidden danger affecting the healthy growth of teenagers and social stability. In the process of constructing the early warning mechanism of campus violence, the legal issues and their implementation strategies are particularly important. At present, there is a lack of special laws and regulations in the legal fr amework of the campus violence early warning mechanism in China, which leads to the lack of clear legal guidance and norms in the handling of campus violence incidents. At the same time, the ineffective implementation of the law, the inadequate publicity of the law and the unclear accountability also restrict the effective operation of the early warning mechanism. To address these problems, this paper proposes a series of implementation strategies. First of all, accelerate the formulation and improvement of campus safety laws and regulations, clarify the definition, nature and legal responsibility of campus violence, and provide a solid legal foundation for the early warning mechanism. Second, strengthen law enforcement to ensure that the law is strictly enforced and form a strong deterrent to school violence. At the same time, strengthen legal publicity and education, improve teachers and students of the understanding and attention of campus violence. Finally, a clear accountability mechanism should be established to investigate those responsible in school violence incidents according to law to ensure that the responsibility is fulfilled. Through the implementation of these strategies, a more perfect and effective early warning mechanism of campus violence can be built to create a safe and harmonious campus environment for teenagers.
