摘 要
随着城市化进程的加速,极端气候事件频发对城市水系统安全构成严峻挑战,传统排水模式已难以满足现代城市的可持续发展需求。本研究基于城市韧性视角,探讨海绵城市规划策略的优化路径,旨在提升城市在面对水文灾害时的适应能力和恢复能力。研究综合运用文献分析、案例对比和系统动力学模拟等方法,选取典型城市作为研究对象,构建了包含水文调控、生态修复和社会治理的多维度评价体系。结果表明,通过强化蓝绿空间布局、优化雨水管理设施配置以及推动社区参与,可显著增强城市的水弹性与综合韧性。本研究创新性地将韧性理论融入海绵城市规划框架,提出了动态适应型规划理念,并开发了一套适用于不同规模城市的量化评估工具。这一成果为相关政策制定提供了科学依据,同时为全球范围内的城市水环境治理实践贡献了可复制的经验模式。

Research on Sponge City Planning Strategies from the Perspective of Urban Resilience

Abstract
With the acceleration of urbanization, the frequent occurrence of extreme climate events poses severe challenges to urban water system safety, and traditional drainage models are no longer sufficient to meet the sustainability requirements of modern cities. This study explores the optimization pathways of sponge city planning strategies from the perspective of urban resilience, aiming to enhance the adaptability and recovery capacity of cities in response to hydrological disasters. By integrating literature analysis, case comparison, and system dynamics simulation, this research selects typical cities as study ob jects and constructs a multi-dimensional evaluation system encompassing hydrological regulation, ecological restoration, and social governance. The results indicate that strengthening the layout of blue-green spaces, optimizing the configuration of rainwater management facilities, and promoting community participation can significantly enhance urban water resilience and overall resilience. Innovatively, this study incorporates resilience theory into the fr amework of sponge city planning, proposing a dynamic adaptive planning concept and developing a set of quantifiable assessment tools applicable to cities of various scales. These outcomes provide scientific evidence for relevant policy formulation and contribute replicable experience models for urban water environment governance practices worldwide.
