  在全球气候变化和“双碳”目标的双重驱动下,环境监管体系面临前所未有的挑战与机遇。本研究旨在探讨数字化转型在环境监管中的应用策略及其对实现“双碳”目标的促进作用。研究深入剖析了当前环境监管体系存在的数据孤岛、技术滞后及协同不足等问题,并提出以数字孪生、大数据分析及人工智能为核心的综合解决方案。数字化转型能够显著提升环境监管的精准性、实时性和协同性,同时为政策制定提供科学依据。创新点在于首次构建了基于多源数据融合的环境监管数字化框架,并验证了其在碳排放监测与评估中的有效性。研究还提出了适应不同区域发展水平的差异化转型路径,为政策实施提供了灵活性。总体而言,本研究不仅为环境监管体系的现代化升级提供了理论支持,也为“双碳”目标的实现奠定了实践基础,具有重要的学术价值和现实意义。

Abstract

  Under the dual drive of global climate change and the "dual carbon" goal, the environmental regulatory system is facing unprecedented challenges and opportunities. The purpose of this study is to explore the application strategies of digital transformation in environmental regulation and its role in promoting the realization of the "two-carbon" goal. The research deeply analyzes the problems of data silos, technology lag and insufficient collaboration in the current environmental regulatory system, and proposes a comprehensive solution with digital twin, big data analysis and artificial intelligence as the core. Digital transformation can significantly improve the precision, real-time and synergy of environmental regulation, while providing a scientific basis for policy formulation. The innovation point is that the digital fr amework of environmental regulation based on multi-source data fusion is built for the first time, and its effectiveness in carbon emission monitoring and assessment is verified. The study also proposes differentiated transformation paths adapted to different regional development levels, providing flexibility for policy implementation. In general, this study not only provides theoretical support for the modernization and upgrading of the environmental regulatory system, but also lays a practical foundation for the realization of the goal of "dual carbon", which has important academic value and practical significance.
