摘 要
随着全球气候变化问题日益严峻,低碳城市建设已成为实现可持续发展的重要途径。本研究旨在构建一套科学、系统的评价指标体系,并探索其实现路径,以推动城市向低碳化转型。通过文献分析与案例研究相结合的方法,系统梳理了国内外相关研究成果,明确了低碳城市建设的核心要素及其相互关系。优化能源消费结构、提升绿色技术创新能力以及强化政策引导是实现低碳城市目标的关键路径。本研究的创新点在于将定性分析与定量评估有机结合,同时注重区域差异性对指标体系适用性的影响,为不同发展阶段的城市提供了可操作性强的参考框架。总体而言,该研究不仅丰富了低碳城市理论体系,还为地方政府制定相关政策提供了科学依据,具有重要的实践指导意义。

Evaluation Index System and Implementation Path for Low-Carbon City Construction

Abstract
With the increasingly serious problem of global climate change, low-carbon city construction has become an important way to achieve sustainable development. The purpose of this study is to build a scientific and systematic evaluation index system and explore its realization path to promote the transformation of cities to low-carbon. Through the method of literature analysis and case study, the paper systematically combs the relevant research results at home and abroad, and clarifies the core elements of low-carbon city construction and their mutual relations. Optimizing energy consumption structure, enhancing green technology innovation capacity and strengthening policy guidance are the key paths to achieve the goal of low-carbon cities. The innovation of this study lies in the organic combination of qualitative analysis and quantitative evaluation, while focusing on the impact of regional differences on the applicability of the index system, providing a strong operational reference fr amework for cities at different stages of development. In general, this study not only enrichis the theoretical system of low-carbon cities, but also provides a scientific basis for local governments to formulate relevant policies, and has important practical guidance significance.
