“无废城市”建设中的公众参与机制研究 -环境工程专业

摘要

随着全球资源环境压力的加剧，“无废城市”建设已成为实现可持续发展的重要路径，而公众参与作为推动这一目标的核心机制，其作用日益凸显本研究以“无废城市”建设为背景，聚焦公众参与机制的设计与优化，旨在探索提升公众参与水平的有效路径并构建科学的参与框架。公众参与水平受到政策引导、社会意识、信息透明度和技术支持等多方面因素的综合影响，其中，政策激励和社会资本的作用尤为显著基于此，本文提出了一套包含多层次激励机制、数字化平台建设和社区协作网络优化的综合方案该研究创新性地将行为经济学理论引入公众参与机制设计，强调心理认同和社会互动对行为转变的促进作用，为“无废城市”建设提供了理论支撑和实践指导，研究成果不仅有助于完善公众参与的理论体系，也为相关政策制定和实施提供了重要参考。

Public Participation Mechanisms in the Construction of "Waste-Free Cities"

Abstract

With the increasing pressure on global resources and environment, the construction of "waste free city" has become an important path to achieve sustainable development, and the role of public participation, as the core mechanism to promote this goal, has become increasingly prominent. This study takes the construction of "waste free city" as the background, focusing on the design and optimization of public participation mechanism. It aims to explore effective ways to enhance the level of public participation and build a scientific participation fr amework. The level of public participation is comprehensively influenced by policy guidance, social awareness, information transparency and technical support, among which the role of policy incentives and social capital is particularly significant. This paper proposes a comprehensive plan including multi-level incentive mechanism, digital platform construction and community collaboration network optimization. This study innovatively introduces behavioral economics theory into the design of public participation mechanism, emphasizes the promotion role of psychological identification and social interaction on behavior change, and provides theoretical support and practical guidance for the construction of "waste free city". The research results not only help to improve the theoretical system of public participation, but also provide an important reference for relevant policy formulation and implementation.
