突发公共卫生事件中社会工作的应急响应机制 -社会工作专业

摘要

突发公共卫生事件频发对社会工作提出了更高要求，本研究旨在探讨社会工作在应急响应中的机制与作用。社会工作在突发事件中能够通过快速响应、精准定位需求和高效资源整合，显著提升应急处置效率；同时，其专业优势在缓解公众心理压力和促进社会稳定方面发挥了不可替代的作用。本文创新性地提出了“多层次联动响应模型”，强调政府、社会组织和社区的协同合作，并结合技术手段优化信息传递与资源配置。该模型不仅填补了现有应急响应体系中社会工作角色定位的理论空白，还为实际操作提供了系统化指导。研究结论表明，强化社会工作在应急管理体系中的功能定位，完善培训与支持体系，将有助于全面提升社会应对突发公共卫生事件的能力，为构建更具韧性的社会治理模式提供重要参考。

Emergency Response Mechanism of Social Work in Public Health Emergencies

Abstract

Frequent public health emergencies have put forward higher requirements for social work. This study aims to explore the mechanism and role of social work in emergency response. In emergencies, social work can significantly improve the efficiency of emergency response through rapid response, precise positioning of needs and efficient resource integration. At the same time, its professional advantages have played an irreplaceable role in alleviating public psychological pressure and promoting social stability. This paper innovatively puts forward a "multi-level linkage response model", which emphasizes the cooperation of government, social organizations and communities, and combines technical means to optimize information transmission and resource allocation. This model not only fills the theoretical gap of social work role positioning in the existing emergency response system, but also provides systematic guidance for practical operation. The research conclusion shows that strengthening the functional positioning of social work in the emergency management system and improving the training and support system will help to comprehensively improve the ability of society to cope with public health emergencies, and provide an important reference for building a more resilient social governance model.
