基层社会治理创新中的政社合作机制研究 -社会工作专业

摘要

随着社会治理重心向基层下移，政社合作机制成为提升基层治理效能的重要路径。本研究以政社合作为核心，探讨其在基层社会治理创新中的作用机制与实践模式，旨在为构建协同高效的治理体系提供理论支持与实践指导。政社合作通过资源整合、功能互补和信任建构，有效提升了基层治理的精准性和回应性；然而，制度保障不足、合作边界模糊等问题仍制约其进一步发展。本研究提出，应通过完善法律法规、明确权责分工以及强化社会组织能力建设，推动政社合作机制的规范化与可持续化。研究的创新点在于首次构建了政社合作的评估框架，并揭示了信任关系在合作机制中的关键作用。

Research on Government-Society Cooperation Mechanism in the Innovation of Grassroots Social Governance

Abstract

As the focus of social governance moves down to the grassroots, the government-community cooperation mechanism has become an important path to enhance the effectiveness of grassroots governance. This study takes the cooperation between the government and the community as the core, and discusses its function mechanism and practice model in grassroots social governance innovation, aiming at providing theoretical support and practical guidance for building a collaborative and efficient governance system. The cooperation between the government and the community has effectively improved the precision and responsiveness of grassroots governance through resource integration, functional complementarity and trust building. However, problems such as insufficient system guarantee and blurred cooperation boundary still restrict its further development. This study proposes that the standardization and sustainability of the government-community cooperation mechanism should be promoted by improving laws and regulations, clarifying the division of power and responsibility, and strengthening the capacity building of social organizations. The innovation of this study is that it constructs the evaluation fr amework of government-community cooperation for the first time, and reveals the key role of trust relationship in the cooperation mechanism.
