摘要
城市噪声污染已成为现代城市发展中的重要环境问题,对居民健康和生活质量造成显著影响。本研究旨在通过系统性规划与实践探索,构建科学有效的城市噪声污染控制体系。研究基于声学原理与环境管理理论,结合实地监测数据和地理信息系统(GIS)技术,分析了典型城市的噪声分布特征及其成因,并提出了以分区管控为核心的空间规划策略。创新性地引入了动态噪声地图技术,实现了噪声污染的实时监测与预测评估,为精准化治理提供了技术支持。同时,研究设计了多部门协同的管理体系,强调公众参与和社会监督的作用,以提升政策实施效果。结果表明,所提出的规划方法能够有效降低重点区域的噪声水平,改善城市声环境质量。此外,研究还验证了经济可行性和技术可操作性,为其他城市提供了可借鉴的经验模式。总体而言,本研究不仅深化了对城市噪声污染规律的认识,还为相关政策制定和技术应用提供了理论依据与实践指导,具有重要的学术价值和实际意义。

Abstract
Urban noise pollution has become a significant environmental issue in modern urban development, substantially affecting residents' health and quality of life. This study aims to construct a scientifically effective urban noise pollution control system through systematic planning and practical exploration. Based on acoustic principles and environmental management theory, and integrating field monitoring data with Geographic Information System (GIS) technology, the study analyzes the noise distribution characteristics and their causes in typical cities, proposing a spatial planning strategy centered on zoning control. Innovatively, dynamic noise mapping technology is introduced to achieve real-time monitoring and predictive assessment of noise pollution, providing technical support for precise governance. Simultaneously, a multi-department collaborative management system is designed, emphasizing the role of public participation and social supervision to enhance policy implementation effectiveness. The results indicate that the proposed planning methods can effectively reduce noise levels in key areas and improve urban acoustic environmental quality. Moreover, the study verifies economic feasibility and technical operability, offering replicable experience models for other cities. Overall, this research not only deepens the understanding of urban noise pollution patterns but also provides theoretical foundations and practical guidance for relevant policy formulation and technological application, demonstrating important academic value and practical significance.
