摘要
随着全球环境问题日益严峻，生态工业园区作为实现可持续发展的重要载体，逐渐成为研究热点。本研究旨在探索生态工业园区的规划与管理模式，通过系统分析其理论基础与实践路径，为园区建设提供科学指导。研究采用文献分析、案例研究和实证调查相结合的方法，选取国内外典型生态工业园区进行对比分析，深入探讨其规划理念、运行机制及管理策略。研究发现，成功的生态工业园区需注重产业链协同、资源循环利用以及政策支持体系的构建。同时，数字化技术的应用显著提升了园区管理效率与环境绩效。本研究创新性地提出了基于“生态-经济-社会”三重目标的综合评价体系，并开发了适用于不同发展阶段园区的动态管理模式。研究成果不仅丰富了生态工业园区的理论框架，还为相关政策制定提供了重要参考，对推动区域绿色转型具有重要意义。

Abstract
As global environmental issues become increasingly severe, eco-industrial parks (EIPs) have emerged as a critical platform for achieving sustainable development and have gradually become a research focus. This study aims to explore the planning and management models of EIPs by systematically analyzing their theoretical foundations and practical approaches, thereby providing scientific guidance for park construction. A combination of literature analysis, case studies, and empirical surveys was employed, with typical EIPs from both domestic and international contexts selected for comparative analysis. The study delved into the planning concepts, operational mechanisms, and management strategies of these parks. Findings indicate that successful EIPs emphasize industrial chain synergy, resource recycling, and the establishment of supportive policy fr ameworks. Moreover, the application of digital technologies has significantly enhanced management efficiency and environmental performance within the parks. Innovatively, this research proposes a comprehensive evaluation system based on the triple ob jectives of "ecology-economy-society" and develops a dynamic management model adaptable to parks at different stages of development. The outcomes not only enrich the theoretical fr amework of EIPs but also provide crucial references for relevant policy formulation, playing an important role in promoting regional green transformation.
