摘要
随着人口老龄化加剧，社区养老作为应对老龄化挑战的重要模式，已成为社会关注的焦点。本研究旨在探讨我国社区养老服务体系的构建与完善路径，以满足老年人多层次、多样化的养老服务需求。通过文献分析、问卷调查和案例研究相结合的方法，系统梳理了当前社区养老服务的发展现状及存在的问题，包括资源分配不均、服务供给不足以及政策落实不到位等。研究发现，优化资源配置、强化技术支撑和提升服务质量是推动社区养老服务体系建设的关键因素。基于此，本文提出了一系列创新性对策，如建立多元主体协同机制、引入智能化养老服务技术和构建标准化评估体系，以增强社区养老服务的可及性和有效性。研究结果表明，通过整合政府、市场和社会力量，可以有效弥补传统养老模式的不足，形成可持续发展的社区养老服务体系。本研究的主要贡献在于明确了社区养老服务体系建设的核心要素，并为相关政策制定提供了理论依据和实践参考，对促进我国养老服务高质量发展具有重要意义。

Abstract
With the intensification of population aging, community-based elderly care has become a focal point of societal attention as a critical model for addressing aging challenges. This study aims to explore the construction and improvement pathways of China's community elderly care service system to meet the multi-level and diversified needs of the elderly population. By employing a combination of literature analysis, questionnaire surveys, and case studies, this research systematically reviews the current development status and existing issues of community elderly care services, including uneven resource distribution, insufficient service provision, and inadequate policy implementation. The findings indicate that optimizing resource allocation, strengthening technological support, and enhancing service quality are key factors in promoting the development of the community elderly care service system. Based on these insights, a series of innovative strategies are proposed, such as establishing a collaborative mechanism involving multiple stakeholders, introducing intelligent elderly care technologies, and constructing a standardized evaluation system, to improve the accessibility and effectiveness of community elderly care services. The results demonstrate that integrating the efforts of government, market, and society can effectively compensate for the shortcomings of traditional elderly care models and establish a sustainably developing community elderly care service system. The primary contribution of this study lies in identifying the core elements of the community elderly care service system and providing theoretical foundations and practical references for relevant policy formulation, which holds significant implications for advancing the high-quality development of elderly care services in China.
