  随着公共服务供给模式的转型,政府购买公共服务逐渐成为提升社会治理效能的重要手段,然而现有评估体系在指标设计、方法应用及实践指导方面仍存在不足,亟需构建科学合理的绩效评估框架以优化资源配置与服务效率。本研究旨在通过系统分析国内外相关理论与实践经验,结合我国政府购买公共服务的现实需求,提出一套兼具科学性与可操作性的绩效评估体系。研究采用文献分析法梳理理论基础,运用德尔菲法和层次分析法确定评估指标权重,并借助案例研究验证体系的适用性与有效性。结果表明,该评估体系从投入、过程、产出及影响四个维度构建了多层次指标框架,能够全面反映政府购买公共服务的综合绩效。创新点在于将动态监测机制融入评估流程,强化了对服务过程的质量管控,并提出了基于数据驱动的改进策略。研究为完善政府购买公共服务的管理机制提供了重要参考,同时为相关政策制定与实施效果优化奠定了理论与实践基础。

Abstract

  With the transformation of public service provision models, government procurement of public services has gradually become an essential means to enhance the efficiency of social governance. However, existing evaluation systems still have deficiencies in terms of indicator design, method application, and practical guidance, necessitating the construction of a scientific and reasonable performance evaluation fr amework to optimize resource allocation and service efficiency. This study aims to propose a performance evaluation system that combines scientific rigor with operational feasibility by systematically analyzing relevant theories and practical experiences both domestically and internationally, while addressing the realistic needs of government procurement of public services in China. The research employs literature analysis to organize theoretical foundations, uses the Delphi method and analytic hierarchy process to determine the weights of evaluation indicators, and validates the applicability and effectiveness of the system through case studies. The results indicate that the evaluation system constructs a multi-level indicator fr amework from four dimensions—input, process, output, and impact—comprehensively reflecting the overall performance of government procurement of public services. An innovation lies in integrating a dynamic monitoring mechanism into the evaluation process, which strengthens quality control during service delivery and proposes data-driven improvement strategies. This study provides critical references for improving the management mechanisms of government procurement of public services and lays a theoretical and practical foundation for the formulation and optimization of related policies and their implementation effects.
