摘要
文化产业作为推动经济高质量发展和满足人民精神文化需求的重要力量，近年来在全球范围内受到广泛关注。本研究以文化产业发展中的政府角色与政策支持为核心议题，旨在探讨政府在促进文化产业繁荣中的定位、作用及政策优化路径。通过文献分析、案例研究和实证调查相结合的方法，本文系统梳理了国内外相关理论与实践经验，并结合我国具体国情，深入剖析了当前政策体系的优势与不足。研究表明，政府在文化产业发展中扮演着多重关键角色，包括制度设计者、市场引导者和公共服务提供者，其政策支持直接影响产业的创新能力和可持续发展水平。本研究的创新点在于提出了“分层分类”的政策支持框架，强调根据不同区域、不同发展阶段的文化产业特点制定差异化策略，同时引入动态评估机制以提升政策实施效果。研究结论为完善我国文化产业政策体系提供了重要参考，对促进文化产业转型升级和实现文化强国战略目标具有积极意义。

Abstract
The cultural industry, as a crucial force for promoting high-quality economic development and fulfilling the spiritual and cultural needs of the people, has garnered significant attention worldwide in recent years. This study focuses on the role of the government and policy support in the development of the cultural industry, aiming to explore the positioning, functions, and pathways for optimizing policies in fostering the prosperity of the cultural industry. By integrating literature analysis, case studies, and empirical investigations, this paper systematically reviews relevant theories and practical experiences both domestically and internationally, while analyzing the strengths and weaknesses of the current policy system in light of China's specific national conditions. The research reveals that the government plays multiple pivotal roles in the cultural industry, including being a system designer, market guide, and public service provider, with its policy support directly impacting the industry's innovation capacity and sustainable development level. A key innovation of this study is the proposal of a "tiered and categorized" policy support fr amework, which emphasizes formulating differentiated strategies based on the characteristics of the cultural industry in different regions and stages of development, while introducing a dynamic evaluation mechanism to enhance policy implementation effectiveness. The conclusions of this study provide important references for improving China's cultural industry policy system and hold positive implications for promoting industrial transformation and upgrading, as well as achieving the strategic goal of building a culturally strong nation.
