摘要
智慧城市作为全球城市化与信息化深度融合的产物，为城市治理提供了全新的发展路径。本研究以智慧城市背景下的城市治理创新为核心，旨在探讨信息技术如何重塑城市治理体系并提升治理效能。通过文献分析、案例研究和实证调查相结合的方法，本文系统梳理了智慧城市建设中的关键要素及其对城市治理的影响机制，并选取典型城市进行深入剖析。研究发现，数据驱动的决策模式、智能化公共服务平台以及多方协作的治理网络是推动城市治理创新的重要支撑。此外，本研究提出了一套评估城市治理创新水平的指标体系，并验证了其在实践中的适用性。研究表明，智慧城市的建设不仅提升了城市管理效率，还促进了社会公平与可持续发展。本研究的创新点在于将技术应用与治理理论有机结合，提出了适应智慧城市发展的新型治理框架，为相关政策制定提供了科学依据。这一成果对深化智慧城市建设、优化城市治理体系具有重要的理论价值和实践意义。

Abstract
As a product of the deep integration of global urbanization and informatization, the smart city offers a new development path for urban governance. This study focuses on the innovation of urban governance in the context of smart cities, aiming to explore how information technology reshapes the urban governance system and enhances governance efficiency. By combining literature analysis, case studies, and empirical surveys, this paper systematically examines the key elements of smart city construction and their impact mechanisms on urban governance, while conducting an in-depth analysis of selected typical cities. The findings indicate that data-driven decision-making models, intelligent public service platforms, and multi-party collaborative governance networks are crucial supports for promoting urban governance innovation. Furthermore, this study proposes a set of indicator systems for evaluating the level of urban governance innovation and verifies its applicability in practice. The research demonstrates that the construction of smart cities not only improves urban management efficiency but also promotes social equity and sustainable development. The innovation of this study lies in the organic combination of technological application and governance theory, proposing a new governance fr amework adapted to the development of smart cities, which provides a scientific basis for relevant policy formulation. This achievement holds significant theoretical and practical implications for deepening smart city construction and optimizing the urban governance system.
