摘要
随着信息技术的迅猛发展和城市化进程的不断加速,智慧城市建设已成为全球关注的热点议题,其核心目标在于通过技术赋能提升公共服务水平与治理效能。本研究以智慧城市建设中的公共服务创新为切入点,旨在探讨如何借助大数据、云计算、物联网等新兴技术优化公共服务供给模式,满足公众日益增长的多元化需求。研究采用多学科交叉的方法论框架,综合运用文献分析、案例研究和实证调查,选取若干典型智慧城市作为样本,深入剖析其公共服务创新的实践路径与潜在挑战。研究发现,智慧城市建设中的公共服务创新不仅依赖于技术基础设施的完善,更需要制度设计、数据共享机制以及公众参与的协同推进。通过构建“技术-制度-社会”三位一体的分析模型,本研究揭示了公共服务创新的关键驱动因素及其作用机理,并提出了针对性的优化策略。主要贡献在于明确了智慧城市建设中公共服务创新的技术实现路径与治理逻辑,同时强调了以人为本的服务理念在技术创新中的核心地位,为相关政策制定与实践探索提供了理论支撑与实践参考。

Abstract
With the rapid development of information technology and the accelerating urbanization process, smart city construction has become a global focal issue, with its core ob jective being to enhance public service delivery and governance efficiency through technological empowerment. This study focuses on public service innovation within smart city construction, exploring how emerging technologies such as big data, cloud computing, and the Internet of Things can optimize the supply model of public services to meet the growing diversified needs of the public. A multidisciplinary methodological fr amework is adopted, integrating literature analysis, case studies, and empirical surveys, with several representative smart cities selected as samples to thoroughly examine their practical approaches and potential challenges in public service innovation. The findings indicate that public service innovation in smart city construction not only relies on the improvement of technical infrastructure but also requires coordinated advancement in institutional design, data-sharing mechanisms, and public participation. By constructing a tripartite analytical model encompassing "technology-institution-society," this study reveals the key driving factors and underlying mechanisms of public service innovation and proposes targeted optimization strategies. The primary contributions lie in clarifying the technical implementation pathways and governance logic of public service innovation in smart city construction, while emphasizing the central role of human-centered service philosophy in technological innovation, thereby providing theoretical support and practical references for relevant policy formulation and exploratory practices.
