摘要
随着全球化和城市化进程的加速，各类突发事件频发，对社会秩序和公共安全构成严峻挑战，政府在应对突发事件中的协调能力成为研究焦点。本研究旨在探讨政府在突发事件应对中的协调机制及其优化路径，以提升应急响应效率和治理效能。通过文献分析、案例研究与实证调查相结合的方法，选取典型突发事件案例进行深入剖析，并结合多源数据评估现有协调机制的运行效果。研究发现，当前政府协调机制存在跨部门协作不足、信息共享不畅及资源分配失衡等问题，而数字化技术的应用为改进协调机制提供了新契机。本研究创新性地提出了基于数字赋能的协同治理框架，强调构建统一指挥平台、完善信息共享机制以及强化多方主体参与，从而实现更高效的资源整合与行动协同。研究的主要贡献在于揭示了数字化转型背景下政府协调机制的优化方向，为相关政策制定提供了理论支持与实践参考，同时为推动国家治理体系和治理能力现代化提供了有益启示。

Abstract
With the acceleration of globalization and urbanization, various emergencies have occurred frequently, posing severe challenges to social order and public security. The coordination capability of governments in responding to emergencies has thus become a focal point of research. This study aims to explore the coordination mechanisms employed by governments in emergency response and their potential optimization pathways to enhance the efficiency of emergency response and governance effectiveness. By integrating literature analysis, case studies, and empirical investigations, this research selects typical emergency cases for in-depth analysis and evaluates the performance of existing coordination mechanisms using multi-source data. The findings reveal that current government coordination mechanisms suffer from insufficient inter-departmental collaboration, inadequate information sharing, and imbalanced resource allocation. However, the application of digital technologies offers new opportunities for improving these mechanisms. Innovatively, this study proposes a digitally empowered collaborative governance fr amework, which emphasizes the establishment of a unified command platform, the refinement of information-sharing mechanisms, and the enhancement of multi-stakeholder participation to achieve more efficient resource integration and coordinated actions. The primary contribution of this research lies in elucidating the optimization directions of government coordination mechanisms under the context of digital transformation, providing theoretical support and practical guidance for relevant policy formulation, and offering valuable insights into advancing the modernization of national governance systems and capabilities.
