摘要
随着全球环境问题日益严峻，环境保护政策的执行效果成为学术界和政策制定者关注的核心议题。本研究旨在评估当前环境保护政策的执行效果，并提出针对性改进建议，以提升政策实施的科学性和有效性。研究采用定量与定性相结合的方法，通过构建多维度评估指标体系，综合运用问卷调查、案例分析及统计建模等手段，对政策执行过程中的关键环节进行深入剖析。结果表明，尽管现有政策在污染控制和资源管理方面取得了一定成效，但在跨区域协作、公众参与及监管机制等方面仍存在明显不足。本研究创新性地引入动态反馈模型，用于识别政策执行中的瓶颈问题，并结合国际经验提出了优化政策设计、强化监督考核及增强社会共治的具体建议。研究的主要贡献在于揭示了政策执行效果与制度设计之间的内在关联，为完善环境保护政策体系提供了理论支持和实践参考，同时为推动可持续发展目标的实现奠定了基础。

Abstract
As global environmental issues become increasingly severe, the effectiveness of the implementation of environmental protection policies has emerged as a core concern for both academia and policymakers. This study aims to evaluate the current effectiveness of environmental protection policies and propose targeted improvement suggestions to enhance the scientific rigor and efficacy of policy implementation. By employing a combination of quantitative and qualitative approaches, the research constructs a multi-dimensional evaluation index system and integrates methods such as questionnaire surveys, case analysis, and statistical modeling to conduct an in-depth analysis of key stages in the policy implementation process. The findings indicate that, while existing policies have achieved certain successes in pollution control and resource management, significant deficiencies remain in areas such as cross-regional collaboration, public participation, and regulatory mechanisms. Innovatively, this study introduces a dynamic feedback model to identify bottleneck issues in policy execution and draws on international experiences to propose specific recommendations for optimizing policy design, strengthening supervision and assessment, and promoting social co-governance. The primary contribution of this research lies in revealing the intrinsic connection between policy implementation effectiveness and institutional design, providing theoretical support and practical references for improving the environmental protection policy system. Simultaneously, it lays a foundation for advancing the realization of sustainable development goals.
