摘要
城市更新作为推动城市发展与改善民生的重要手段，其过程中公共利益的保障机制成为学术界和实践领域关注的核心议题。本研究以城市更新中公共利益的实现与保护为切入点，旨在构建一套系统化的保障机制，平衡多方利益诉求并促进社会公平。研究采用多学科交叉方法，结合案例分析、政策文本解读和实证调研，选取典型城市更新项目进行深入剖析。通过对现有政策体系的梳理和国际经验的对比，发现当前保障机制存在法律框架不完善、公众参与不足及利益协调机制缺失等问题。基于此，研究提出从法律制度优化、公众参与路径设计和社会资本引入三方面构建综合保障体系，并通过模型验证其可行性和有效性。创新点在于将公共利益量化评估融入决策过程，同时提出动态调整机制以适应复杂的城市更新情境。研究成果为相关政策制定提供了理论支撑和实践参考，对提升城市更新中的公共价值具有重要意义。

Abstract
Urban renewal, as a critical approach to promoting urban development and enhancing public welfare, has drawn significant attention from both academia and practice regarding the safeguarding of public interests in its implementation. This study focuses on the realization and protection of public interests in urban renewal, aiming to construct a systematic mechanism that balances diverse stakeholders' demands and promotes social equity. By employing an interdisciplinary methodology that integrates case analysis, policy text interpretation, and empirical research, this study conducts an in-depth examination of representative urban renewal projects. Through a comprehensive review of existing policy fr ameworks and comparative analysis of international experiences, it identifies key issues in the current safeguarding mechanisms, including an incomplete legal fr amework, insufficient public participation, and the absence of effective interest coordination mechanisms. In response, this study proposes a comprehensive safeguarding system from three perspectives: optimizing legal institutions, designing pathways for public participation, and introducing social capital. The innovation lies in integrating quantitative assessment of public interests into the decision-making process and proposing a dynamic adjustment mechanism to accommodate the complexities of urban renewal scenarios. The feasibility and effectiveness of the proposed model are validated through rigorous testing. This research provides theoretical support and practical guidance for relevant policy formulation, contributing significantly to enhancing public value in urban renewal processes.
