  随着城市化进程的加速,公共安全问题日益凸显,传统的管理机制已难以适应复杂多变的社会需求,因此优化城市公共安全管理机制成为亟待解决的重要课题本研究以提升城市公共安全管理水平为目标,基于系统科学理论和现代治理理念,综合运用文献分析、案例研究和实证调查等方法,深入探讨了当前城市公共安全管理机制存在的不足及其成因在此基础上,提出了集成化、智能化和协同化的优化框架,强调通过技术创新、制度完善和多方协作来增强管理效能研究发现,信息孤岛、资源分散及响应滞后是制约现有机制效率的主要瓶颈,而引入大数据、人工智能等先进技术,并构建跨部门协作平台,能够显著提升风险预警能力和应急处置水平此外,本研究还设计了一套评估指标体系,用于量化优化效果并指导实践应用研究表明,优化后的管理机制在资源整合、决策支持和公众参与等方面展现出明显优势,为推动城市公共安全治理体系现代化提供了重要参考总体而言,本研究的创新点在于将技术赋能与治理结构改革相结合,提出了一种兼具理论指导性和实践可行性的优化路径,对促进城市可持续发展具有重要意义

Abstract

  With the acceleration of urbanization, public safety issues have become increasingly prominent, and traditional management mechanisms are struggling to meet the complex and ever-changing social demands. Therefore, optimizing urban public safety management mechanisms has emerged as an urgent and critical task. This study aims to enhance the level of urban public safety management by drawing on systems science theory and modern governance concepts. Through a comprehensive application of literature analysis, case studies, and empirical surveys, this research thoroughly examines the deficiencies and underlying causes within the current urban public safety management mechanisms. On this basis, an optimization fr amework characterized by integration, intelligence, and collaboration is proposed, emphasizing the enhancement of management efficiency through technological innovation, institutional improvement, and multi-party cooperation. The study reveals that information silos, resource fragmentation, and delayed responses are the primary bottlenecks constraining the effectiveness of existing mechanisms. By incorporating advanced technologies such as big data and artificial intelligence, along with the establishment of cross-departmental collaborative platforms, significant improvements can be achieved in risk prediction and emergency response capabilities. Additionally, this research develops a set of evaluation indicators to quantify optimization outcomes and guide practical applications. The findings indicate that the optimized management mechanism demonstrates clear advantages in resource integration, decision support, and public participation, providing valuable references for advancing the modernization of urban public safety governance systems. Overall, the innovation of this study lies in its combination of technology-enabled solutions with governance structural reforms, proposing an optimization pathway that balances theoretical guidance with practical feasibility, thus contributing significantly to the promotion of sustainable urban development.
