摘 要
新经济环境的快速发展为中小企业带来了前所未有的机遇与挑战,其核心特征包括数字化转型、全球化竞争以及创新驱动发展。在此背景下,本研究旨在探讨中小企业如何在复杂多变的市场环境中制定适应性发展战略,以实现可持续增长和竞争力提升。研究采用定性与定量相结合的方法,通过问卷调查、深度访谈及案例分析,对不同行业中小企业的经营现状、外部环境影响因素及内部资源能力进行了系统分析。结果表明,中小企业需重点关注技术升级、组织灵活性构建以及生态合作网络的优化,同时应根据自身特点选择差异化或聚焦化战略路径。本研究创新性地提出了“动态能力驱动型战略框架”,强调企业需通过持续学习与创新能力的培养来应对不确定性,并将数字化转型作为关键突破口。此外,研究还揭示了政策支持与企业内生动力之间的协同效应,为政府制定精准扶持政策提供了理论依据。

Abstract
The rapid development of the new economic environment has brought unprecedented opportunities and challenges to small and medium-sized enterprises (SMEs), with core characteristics including digital transformation, global competition, and innovation-driven development. Against this backdrop, this study aims to explore how SMEs can formulate adaptive development strategies in a complex and ever-changing market environment to achieve sustainable growth and enhanced competitiveness. A mixed-methods approach combining qualitative and quantitative research was adopted, utilizing questionnaires, in-depth interviews, and case analysis to systematically examine the current operational status of SMEs across various industries, external environmental factors, and internal resource capabilities. The findings indicate that SMEs should prioritize technological upgrading, the construction of organizational flexibility, and the optimization of collaborative ecosystem networks, while selecting differentiated or focused strategic paths based on their unique features. This study innovatively proposes a "dynamic capability-driven strategic fr amework," emphasizing the importance of continuous learning and innovation capabilities to address uncertainties and positioning digital transformation as a critical breakthrough point. Additionally, the research reveals the synergistic effects between policy support and enterprise endogenous motivation, providing theoretical foundations for governments to design targeted supportive policies.
