摘 要
市场经济的发展使得垄断行为对竞争和资源配置的负面影响更加明显，反垄断执法机构在维护市场秩序中至关重要。本研究探讨了如何构建反垄断执法机构的独立性和权威性，以及这对执法效果的影响。通过文献梳理和对典型国家反垄断机构的比较分析，结合我国实践案例的实证研究，发现独立性有助于避免行政干预，保证执法的公正性；权威性则确保决定的有效执行和社会认可。研究创新地提出从制度设计上强化独立性和权威性的建议，如改进组织架构、人员配置和监督机制，旨在为我国反垄断执法机构改革提供理论和实践支持，推动高效有序的市场竞争环境。

Abstract
The development of market economy makes the negative impact of monopoly behavior on competition and resource allocation more obvious, and the anti-monopoly law enforcement agencies are crucial in maintaining the market order. This study discusses how to construct the independence and authority of anti-monopoly law enforcement agencies, and the impact on the effect of law enforcement. Through literature review and comparative analysis of typical countries, and the empirical study of practical cases in China, independence helps to avoid administrative intervention and ensure the impartiality of law enforcement; authority ensures the effective implementation of decisions and social recognition. Research and innovatively put forward suggestions to strengthen the independence and authority from the system design, such as improving the organizational structure, personnel allocation and supervision mechanism, aiming to provide theoretical and practical support for the reform of China's anti-monopoly law enforcement agencies and promote an efficient and orderly market competition environment.
