摘 要
本研究针对动物传染病防控需求,构建了一套多层级、智能化的动物传染病监测网络系统。通过整合物联网技术、大数据分析和人工智能算法,建立了覆盖养殖场、屠宰场和流通环节的实时监测体系。研究采用分层抽样方法,在全国范围内选取了1200个监测点进行为期18个月的实地测试,收集了超过500万条动物健康数据。结果表明,该系统对重大动物疫病的早期预警准确率达到92.3%,较传统监测方式提升37.5个百分点;疫情响应时间缩短至4.8小时,较原有系统提升68%。创新性地提出了基于机器学习的动态风险评估模型,实现了对潜在疫情热点的精准预测。研究还开发了移动终端应用平台,显著提高了基层防疫人员的工作效率。评估结果显示,该监测网络在降低经济损失、保障公共卫生安全方面具有显著效益,每年可减少直接经济损失约15亿元。研究成果为完善我国动物疫病防控体系提供了重要参考,对提升全球动物卫生治理水平具有积极意义。

ESTABLISHMENT AND EFFECTIVENESS EVALUATION OF SURVEILLANCE NETWORK FOR ANIMAL INFECTIOUS DISEASES
ABSTRACT
In this study, a multi-level and intelligent monitoring network system for animal infectious diseases was constructed to meet the needs of animal infectious diseases prevention and control. By integrating Internet of Things technology, big data analysis and artificial intelligence algorithms, a real-time monitoring system covering farms, slaughterhouses and circulation links has been established. The study used stratified sampling methods, selected 1,200 monitoring sites across the country for 18 months of field testing, and collected more than 5 million animal health data. The results showed that the early warning accuracy of the system for major animal diseases reached 92.3%, which was 37.5 percentage points higher than that of the traditional monitoring method. Outbreak response time was reduced to 4.8 hours, a 68 percent increase over the original system. A dynamic risk assessment model based on machine learning was innovatively proposed to achieve accurate prediction of potential epidemic hotspots. The research also developed a mobile terminal application platform, which significantly improved the work efficiency of grass-roots epidemic prevention personnel. The evaluation results show that the monitoring network has significant benefits in reducing economic losses and ensuring public health safety, and can reduce direct economic losses of about 1.5 billion yuan per year. The research results provide an important reference for improving China's animal disease prevention and control system, and have positive significance for improving global animal health governance.
