摘要

国际工程承包作为全球化背景下推动经济合作与基础设施建设的重要方式，其复杂性和不确定性带来了显著的造价风险。本研究以国际工程承包中的造价风险管理为切入点，旨在系统识别潜在的造价风险因素，并构建科学有效的应对机制。通过文献分析、案例研究和专家访谈相结合的方法，本文梳理了影响国际工程项目造价的主要风险源，包括政治经济波动、合同条款模糊性、文化差异以及技术标准不一致等。同时，基于对多个典型国际工程项目的深入剖析，提出了涵盖风险预警、动态监控和多维度决策支持的综合管理框架。研究结果表明，通过引入数字化工具和智能化评估模型，可以显著提升造价风险的识别精度和响应效率。此外，本研究创新性地将跨文化沟通能力和本地化策略纳入造价风险管理体系，强调在国际环境中灵活调整管理手段的重要性。总体而言，本文不仅为国际工程承包企业提供了理论指导和实践参考，还填补了现有研究中关于文化适应性与技术融合在造价风险管理中应用的空白，为提升国际工程项目的经济效益和可持续发展能力做出了重要贡献。

ABSTRACT

International engineering contracting, as a critical approach to promoting economic cooperation and infrastructure development under the backdrop of globalization, is characterized by its complexity and uncertainty, which significantly contribute to cost risks. This study focuses on cost risk management in international engineering contracting, aiming to systematically identify potential cost risk factors and establish a scientific and effective response mechanism. By integrating literature analysis, case studies, and expert interviews, this research identifies the primary risk sources affecting the cost of international engineering projects, including political and economic fluctuations, ambiguous contract terms, cultural differences, and inconsistencies in technical standards. Furthermore, through an in-depth analysis of several typical international engineering projects, a comprehensive management fr amework is proposed, encompassing risk early warning, dynamic monitoring, and multi-dimensional decision support. The findings indicate that the integration of digital tools and intelligent evaluation models can substantially enhance the accuracy of cost risk identification and the efficiency of responses. Additionally, this study innovatively incorporates intercultural communication capabilities and localization strategies into the cost risk management system, emphasizing the importance of flexibly adjusting management approaches in international contexts. Overall, this paper not only provides theoretical guidance and practical references for international engineering contracting firms but also fills the gap in existing research regarding the application of cultural adaptability and technological integration in cost risk management, making significant contributions to improving the economic benefits and sustainable development capabilities of international engineering projects.
