摘 要
随着城市化进程的加速，交通拥堵、环境污染和能源消耗等问题日益突出，公共交通优先策略成为解决城市交通问题的重要手段本研究以提升公共交通系统效率和吸引力为核心目标，探讨在城市交通规划中实施公共交通优先策略的理论基础与实践路径通过文献分析、案例研究和实证调查相结合的方法，系统评估了国内外典型城市的公共交通优先政策及其效果研究发现，合理配置公共交通资源、优化线路布局、加强多模式衔接以及引入智能化管理技术是提高公共交通竞争力的关键因素此外，研究还揭示了政策制定过程中公众参与和社会公平的重要性基于研究结果，本文提出了一套适用于中国城市的公共交通优先规划框架，强调因地制宜、动态调整和协同治理的创新理念该框架不仅为城市交通规划提供了科学依据，还为相关政策的制定和完善提供了参考建议研究的主要贡献在于明确了公共交通优先策略的核心要素，并通过实证分析验证了其可行性和有效性，为推动可持续城市交通发展提供了重要支持

ABSTRACT
With the acceleration of urbanization, issues such as traffic congestion, environmental pollution, and energy consumption have become increasingly prominent, leading to the prioritization of public transportation as a critical strategy for addressing urban transportation challenges. This study focuses on enhancing the efficiency and attractiveness of public transportation systems by exploring the theoretical foundations and practical approaches for implementing public transport priority strategies in urban transportation planning. Through a combination of literature analysis, case studies, and empirical investigations, this research systematically evaluates the public transport priority policies and their effects in typical cities both domestically and internationally. The findings indicate that the key factors for improving public transport competitiveness include the rational allocation of resources, optimization of route layouts, strengthening of multimodal integration, and the introduction of intelligent management technologies. Furthermore, the study highlights the importance of public participation and social equity in the policy-making process. Based on these results, this paper proposes a fr amework for public transport priority planning tailored to Chinese cities, emphasizing innovative concepts such as location-specific adaptation, dynamic adjustment, and collaborative governance. This fr amework not only provides a scientific basis for urban transportation planning but also offers reference suggestions for the formulation and improvement of relevant policies. The primary contribution of this research lies in clarifying the core elements of public transport priority strategies and validating their feasibility and effectiveness through empirical analysis, thereby providing significant support for promoting sustainable urban transportation development.
