摘 要
新型城镇化是我国经济社会发展的重要战略方向,中小城市作为连接城乡的关键节点,在这一背景下面临交通规划模式的转型与优化需求。本研究以新型城镇化为背景,聚焦中小城市交通规划面临的挑战,旨在探索适应其发展特点的交通规划新模式。通过文献分析、案例研究和实证调查相结合的方法,本文系统梳理了中小城市在人口流动、土地利用和交通需求方面的特征,并提出了“以人为本、多规融合、动态调整”的规划理念。研究选取典型中小城市作为样本,构建了基于大数据分析的交通需求预测模型,同时结合公共交通优先发展策略,设计了多层次、多模式的综合交通体系框架。结果表明,该模式能够有效缓解中小城市交通供需矛盾,提升交通系统的效率与公平性。此外,研究创新性地引入弹性规划机制,增强了规划方案对不确定性的适应能力。总体而言,本研究不仅为中小城市的交通规划提供了理论支撑和技术路径,还为实现新型城镇化目标下的可持续交通发展做出了重要贡献。

ABSTRACT
New-type urbanization is a crucial strategic direction for China's socioeconomic development, and small and medium-sized cities, as key nodes connecting urban and rural areas, face the need for transformation and optimization of their transportation planning models in this context. This study, against the backdrop of new-type urbanization, focuses on the challenges faced by transportation planning in small and medium-sized cities, aiming to explore a new model that aligns with their developmental characteristics. By integrating literature analysis, case studies, and empirical investigations, the research systematically examines the features of population mobility, land use, and transportation demand in these cities and proposes a planning philosophy centered on "people-oriented, multi-plan integration, and dynamic adjustment." A typical small or medium-sized city was selected as a sample to construct a transportation demand forecasting model based on big data analysis. Simultaneously, a fr amework for a multi-level, multi-modal integrated transportation system was designed, incorporating strategies prioritizing public transportation development. The results indicate that this model can effectively alleviate the contradiction between transportation supply and demand in small and medium-sized cities while enhancing the efficiency and equity of the transportation system. Additionally, the study innovatively introduces a flexible planning mechanism, strengthening the adaptability of the planning scheme to uncertainties. Overall, this research not only provides theoretical support and technical pathways for transportation planning in small and medium-sized cities but also makes significant contributions to achieving sustainable transportation development under the goals of new-type urbanization.
