摘要
随着全球环境问题日益严峻，环境保护政策的制定与实施已成为各国政府关注的核心议题之一，而公众环保意识的提升则被视为推动政策落实的重要基础。本研究旨在探讨环境保护政策对公众环保意识的影响机制，并提出切实可行的提升策略。通过文献分析、问卷调查及案例研究相结合的方法，本研究收集了来自不同地区、年龄层和职业背景的样本数据，深入分析了当前公众环保意识的现状及其与政策实施效果之间的关联。研究发现，环境保护政策的有效性不仅依赖于政策设计本身的科学性，还受到公众参与度和认知水平的显著影响。此外，数字化传播手段的应用为提升公众环保意识提供了新的路径。本研究创新性地提出了“政策-教育-技术”三位一体的综合提升框架，强调通过政策引导、教育普及和技术赋能三方面协同作用，构建可持续的公众环保意识提升模式。这一框架为相关政策制定者和社会实践者提供了理论支持和实践指导，有助于优化环境保护政策的执行效果并促进全社会环保行动的深入开展。

Abstract
As global environmental issues become increasingly severe, the formulation and implementation of environmental protection policies have emerged as one of the core concerns for governments worldwide, with the enhancement of public environmental awareness regarded as a critical foundation for promoting policy enforcement. This study aims to explore the influence mechanism of environmental protection policies on public environmental awareness and propose practical and feasible strategies for improvement. By integrating literature analysis, questionnaire surveys, and case studies, this research collects sample data from diverse regions, age groups, and occupational backgrounds, conducting an in-depth analysis of the current status of public environmental awareness and its correlation with policy implementation effectiveness. The findings indicate that the efficacy of environmental protection policies not only depends on the scientific design of the policies themselves but is also significantly influenced by public participation and cognitive levels. Furthermore, the application of digital communication tools offers new avenues for enhancing public environmental awareness. Innovatively, this study proposes a comprehensive "policy-education-technology" triadic fr amework, emphasizing the synergistic effects of policy guidance, educational dissemination, and technological empowerment to establish a sustainable model for enhancing public environmental awareness. This fr amework provides theoretical support and practical guidance for relevant policymakers and social practitioners, contributing to the optimization of environmental protection policy implementation and facilitating the extensive development of societal environmental actions.
